Important achievements of CIGRE

The need for a change in testing techniques can be seen and readily understood. However these are generalities that explain the differences. The problem is how to convert this understanding into a concrete test programme. Utilities and manufacturers are searching for a unified approach to define how these tests should be performed. The aim of this paper is to give a general understanding of the specific aspects of numerical protection testing and to propose a testing concept.
