Refurbishment Strategies based on Life Cycle Cost and Technical Constraints

The TB provides guidelines / recommendations to utilities that are planning on defining an objective refurbishment strategy for secondary systems in substations. Driving factors for change, such as new technology for the replacement of secondary protection and control systems, along with experiences in several countries are detailed. A summary of several ways to calculate life cycle costs are described based on a combination of a risk and economical assessment.
