Developing Communication Networking Competencies in PAC Engineering
The trend toward IEC 61850–based digital substations has shifted PAC roles toward a heavy reliance on communication networks, creating a skills gap not addressed by traditional electrical engineering training. The paper discusses a role-specific training framework for PAC engineers focused on practical substation communication requirements. The approach incorporates hands-on labs using real and emulated devices, supported by face-to-face delivery and scenario-based quizzes to improve knowledge retention and practical competence. The paper also elaborates on lessons learned from five years of training delivery, including how to build trainer competence, maintain training materials, and organize effective delivery.
