Development and Management of IEC 61850-based Common Functional Specification for Telecontrol Systems in Japan

In Japan, the application of IEC 61850 has expanded from intra-substation to telecontrol systems through the introduction of Proxy/Gateway devices that link substations and control centres. However, IEC 61850 provides multiple application options, and the standard does not fully satisfy the requirements of transmission system operators (TSOs) in Japan. These issues make consistent implementation difficult across TSOs, highlighting the need for a common functional specification.
